Euphorbia mellifera.
This is an evergreen shrub that can grow to 2m tall and possibly a little wider. It has large lanceolate leaves that are a rich yellow green and have a cream coloured mid rib. In mid summer it bears flat heads of small golden flowers much loved by bees and smelling strongly of honey. The flowers are followed by exploding seed capsules that fire the small seeds over a large area. The plant can become leggy with age and may need 'rejuvenating' - savagely cutting back, which should result in a compact and dense re-growth. You can see in the left hand photo from the Three Crescent Garden that one of this plants best qualities is its soft rounded overall shape.
